The Robe Store owner sells mystic equipment in the Wizards' Guild through the Mystic Robes store. He is located on the first floor of the guild, next to the Magic Store owner.
He also owns and administers the magic cape and magic master cape. To purchase the skillcapes, right click him, and choose trade. This will open up his shop where you can buy both capes if you have the required levels.
