Rune gold-trimmed armour sets are obtained through the Grand Exchange it can also be obtained from level 3 Treasure Trails.
To open the set, right click on any of the Grand Exchange clerks, click "sets" and right click on the set, and then click exchange. This will give the player the armour pieces.
