The Runecrafter's Catalyst fragment is obtained by completing Sliske's Endgame. It halves the degrade rate of runecrafting pouches. This effect seems to additively stack with the Ethereal outfit's degrade prevention - when both are worn your pouches will degrade 75% slower, or 100% slower (i.e. never degrade) with the Infinity ethereal outfit. It can be combined with a Hunter's Catalyst fragment and Farmer's Catalyst fragment to form a Combined Catalyst fragment.
It is recommended to make the Combined Catalyst fragment, as it is more space efficient and has no downside for combining.
