The Sailor can be found on the second westernmost dock in Rellekka. He is minorly involved in The Fremennik Trials. During the quest, you find out that he wants to impress Thora the Barkeep. He takes Fremenniks to and from Miscellania. He is also involved in Royal Trouble. To automatically travel to Miscellania right-click on him and select "Travel Sailor", this has been changed to "Travel-Miscellania" or "Travel-Rellekka".
