The Scout (Tai Bwo Wannai) is one of the four scouts from the Shadow Sword (miniquest). Make sure you wear the Ring of Visibility to see him, the Ghostspeak Amulet to talk to him, and the Ghostly robes for him to recognise you as a messenger for General Khazard. The Scout can be found South-East of Tai Bwo Wannai Village, and North-West of the mining spot further South-East from the Village.
