Shears are a tool used to remove wool from sheep. Wool is spun to make a ball of wool. Shears can be stored on the tool belt. Doing so completes the task "Shear Convenience".
A set of shears respawn in Draynor Manor in the farthest room to the south-east, and also in Fred the Farmer's house. They can be taken from a tool store 1 in a player-owned house workshop.
