Sieves are used to make impling jars. When you use anchovies with a pestle and mortar they create anchovy paste. Once you get 8 then you use with a sieve and it creates anchovy oil. You can get sieves by talking to the chemist in Rimmington about impling jars instead of lamps. A sieve is also used in the Mourning's Ends Part I quest.
