Sir Cecil is an old, overweight ambassador of Ardougne. He travelled to Varrock for Midsummer Festival and informed Kara-Meir that Pia and Jack were fugitives wanted for murder in Kandarin and that they would need to return to Ardougne to face trial. However, Kara sent him away.
Just over a fortnight later, he demanded that Pia and Jack be handed over to the Kandarian authorities once again to be hanged, even though the two were officially Kara's servants. On Gideon Gleeman's advice, Kara offered him a payment instead, as King Lathas was known to pardon sins in exchange for donations.
Cecil, Lord Mews, and several others later convened in the antechamber of King Botolph's Tower when Papelford's undead attacked. Cecil too took up a sword and sarcastically remarked that he would like to see if Pia was indeed the murderess he thought her to be.
