A steel ingot i is an item used in Artisans Workshop to make parts for cart tracks: steel rails, steel base plates, steel spikes, steel joints and steel ties. They can be found in the troughs behind the anvil inside the workshop.
They are not interchangeable with the item of the same name used to make burial armour.
