These can be combined with a base plate to form the start of a track.

Steel rails are part of making rail tracks within the Artisans Workshop. To make them, a Steel ingot can be used on an anvil, requiring 39 Smithing and giving 8.8 experience. They can be deposited as a raw component into the nearby rail cart, or combined with a steel base plate to create a steel track 40%.
