Books offer a faster cast speed, shields only offer better defences.

I'd like to expand on what Samba said. As we all know Books offer a faster cast rate whilst shields give you the defence and the ability to use many of the defensive abilities, now if you were doing your day to day slaying you would probably try and deal with tasks as fast as you can thus a offhand magic book would be beneficial, but if you were to fight a powerful monster such as a boss then the defence may be heavily needed.
