It seems that the Hydra doesn't vary in a random level but instead has levels of (11, 22, 33, ? , 55) I have seen all of those written levels, most likely;
When you play solo in the dungeon and you find one hydra in the room it is mostly 33 or 55. And in a room with two other monsters he's 11 or 22.
Because it has two identically heads, there are also two of the same numbers in their combat level... kinda ironic.
