It means that if you happen to be on that area and you logged out from a members world, hopped to a free world, it will give you the message saying that you have to be on a members world to log on to this area. The reason why someone put that because the whole wilderness (Excluding the way top) is for f2p/p2p alike. The air obelisk is like in 7 wild, so people might assume that f2p can go there.
