Would you say the Scout is male or female? Many assume it's a male (like in the Mage (Conquest) article), but I'm not so sure.
Though the scouts usually hunched over, so most of the body is unseen, and the hood covers the face, I think the body shape seems to be a lot slimmer (though this may be the whole "light fighter" stereotype) and the clothes Jagex puts on him/her seem to be more feminine than most other Void Knight equipment.
That is indeed quite difficult to decide on, however I think that the clothes look more feminine because it isn't meant to be a full on melee unit, but a sneaky surprise unit. The archer is male - probably :) - and his clothes look feminine for exactly the same reason.
