Tarquin Marjoribanks is an NPC found south of Varrock behind the Champions' Guild he teaches players about canoeing. He is part of the Varrock Royal Family, and is related to King Roald. Although he is actually Roald's fourth cousin once removed on his mother's side, he believes that he is closely related to the king. With the February 15, 2011 update that made canoes available to free-to-play, it is also no longer necessary to have a hatchet to make a canoe - Tarquin Marjoribanks will lend you a hatchet for free, and you automatically return the lent hatchet when you finish making the canoe. Tarquin appears to be wearing a Red boater.
