The telegram is a quest item obtained during the quest Hunt for Red Raktuber. Players find it after searching the sorting table in the filing room accessed using the Kgp id card. It gives the player information about the whereabouts of the penguins' submarine.
The information about the submarine is obtained from the telegram.
After speaking to Larry, players find out the telegram contains coordinates that point to the city of Yanille. Larry takes the telegram, and tells them to meet him at the east coast of Yanille.
