Tobias Bardsley was a human working in the Zarosian Empire in the Second Age. He was accused of being part of a plot to overthrow Zaros when he was caught interfering with the protective wards in The Empty Throne Room. He claimed that he had been attempting to repair the wards.
During Children of Mah, the Mahjarrat Kharshai must decide whether to execute him or spare his life.
