The translation manual is received from Ak-Haranu during the Ghosts Ahoy quest. He will give it to you in exchange for an oak shieldbow signed by Robin, who is staying in the nearby pub, The Green Ghost. Robin refuses to sign the shieldbow, however, until the player defeats him in Rune-Draw four times. After the player does so, he'll give you the Signed oak shieldbow, which Ak-Haranu accepts.
The translation manual is used by the Old crone with the Book of haricanto and the mystical robes to make the enchanted ghostspeak amulet. The player then uses the amulet to force Necrovarus to let the ghosts of Port Phasmatys pass on.
