Undead mages can be found in Lucien's camp. They are part of the great army of undead that Lucien is raising in his plans to conquer Gielinor. The Undead mages cannot be attacked or spoken to. They serve, in fact, as a re-spawner of the undead trolls in this area. Once one is killed they cast a spell that makes an undead troll rise from out of the ground
