The unhallowed robe skirt can be bought from Brother Heinous for 25 ectoplasm during the 2012 Hallowe'en event. It is part of the unhallowed robes set, and it can be changed to a hallowed robe skirt either by talking to Brother Righteous or clicking on it and switching the colour.
