The Valentine's note is an item used in Jagex moderator events. It can be obtained by accepting the card given to you from a Jagex Moderator in the A Card of Love event.
Reading the note rewards you with a Broken heart and makes your player send the Quick Chat phrase, "This is not a dating site."
