The vault key is found in the foot locker next to Zemouregal's bed on the first floor New Varrock palace during Dimension of Disaster: Curse of Arrav. The bedroom is in the north-east corner and requires a vial of purple mist to access. It's used to unlock the vault containing Arrav's heart.
