It can be collected from Vibrant wisps, located north of Mobilising Armies at level 60 Divination. Each normal harvest gives 7 Divination experience, while the enriched version gives 14 experience. Vibrant memories can be converted to Vibrant energy for 1 experience, with the exact amount of energy per memory depending on your Divination level.
