The Woman is one of the four agents encountered during the third skill-related task given by God Emissaries.
Players have to place a banner (with 4 strips of cloth), or light a bonfire (with 4 logs) in 4 locations: the Varrock Square, the Ardougne Marketplace, the Draynor Marketplace, and the Rimmington Centre. Upon doing so, an agent woman teleports to the player briefly to hand players a message, proclaiming "Aha! Here is your message!"
The message given by the agents does not appear in the inventory.
